Ragebased
So first off, yes I'm well aware my internet speed is slow and is well below what I'm capped at as a Supporter, but I'm going to follow the list from here given to me by SirSalami over discord https://help.nexusmods.com/article/92-im-having-download-issues-what-can-i-doAt the time of posting this I was getting through NMM (0.65.2) 150-180/KBps download speed, a few days ago when I first had the slow download issue it was worse, about 20/KBps. When I went to http://speedtest.nexus-cdn.com/ I was getting about 50/KBps. After spending close to an hour of sifting through the forums and discord discussions all I found was a lot of posts of other people having similar issues and no responses giving any kind of solution. I've never had this problem before and have been using Nexus Mods since Jan of 2017 (I was very late for the Skyrim and Fallout party) USA (Wisconsin to be exact) http://www.speedtest.net/result/7707475297 (6.56/mbps down 2.03/mbps up if the link doesn't work) C:\Users\Home>ping nexusmods.com Pinging nexusmods.com [104.25.118.119] with 32 bytes of data:Reply from 104.25.118.119: bytes=32 time=31ms TTL=55Reply from 104.25.118.119: bytes=32 time=22ms TTL=55Reply from 104.25.118.119: bytes=32 time=45ms TTL=55Reply from 104.25.118.119: bytes=32 time=57ms TTL=55 Ping statistics for 104.25.118.119: Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),Approximate round trip times in milli-seconds: Minimum = 22ms, Maximum = 57ms, Average = 38ms

Ragebased
Well it wasn't just one specific download, it was happening with anything I tried to download from Nexus. I only made the post because it happened more than once and trying to download a 3gb mod at 25/KBps is... well agony really.http://filedelivery.nexusmods.com/1151/Armorsmith%20Extended%20v4.4-2228-v4-4.rar?fid=143296&ttl=1539356265&ri=16384&rs=16384&setec=b9d0157bdb71a55178fd76c9860d589dI hope that was what you were looking for, I'm not exactly sure what you mean by URL.
