scrap everything does not seem to be working beyond workshop vanilla boundaries

hi the for some reason i cannot get scrap everything to work with conquest build campsite or with Build and Scrap Beyond Workshop Boundaries i can only scrap the vanilla objects i used to have it working fine before reinstalling windows i have edited the ini file using bcombinedobjects=0 but it does not seem to have done it i don't know weather i have forgot to do something or what my load order is attached to post

done some testing with it when i run the game without mod manager the is no problem but as soon as i use it scrap everything or Build and Scrap Beyond Workshop Boundaries does not work properly any help would be greatly appreciated thanks
