Need help setting up guards to enable/disable depending on game events

So, I want to put some off-duty guards in a tavern I'm making for Markarth. I'm not familiar yet with the new scripting system. I was wondering, how can I go about setting it up so that I have a stormcloak version and normal imperial guard, and according to who ever is in charge at the time, their characters will enable/disable accordingly? To explain a bit better, I want the stormcloak guard to only show up when the stormcloaks take over and the imperial guard to vanish but I want to the stormcloaks to vanish and the imperials to be enabled if the stormcloaks do not take over?

I would check the imperial/stormcloak camps. I think that they each have an enable parent (or the same enable parent, only one side has checked "opposite enable state"). Parent the same marker or whatever to your own NPCs.
