CTD in Character Creation

With the following load order, I am able to play with a female character from a clean save (from before there were any mods), and it works just fine. However, if I try to create a new female character, it freezes and then crashes. Male characters experience no problems. Any help identifying what the issue is would be greatly appreciated.
