Can't see water. fire, or steam ingame

For some reason I can not see water, fire, or steam ingame but it looks just fine in the CK.

 

MY System specs are:

OS: Windows 7 64bit

Processor: AMD Athlon II X2 220 Processor 2.80GHz

RAM: 4GB

Video: ATI Radeon HD 3000 running Catalyst 11.6b

 

Anyone know how to fix this? Screens in CK and in game below.
