Mods can't be deployed

Alright, so I tried reinstalling Skyrim SE to fix my last issue (disabling mods wasn't working right, figured it was probably something leftover from my last mod manager), but now Vortex can't deploy mods. It seems the only way to fix it is to change the install path, which is strange since they're already on the same drive.

 

Edit: Alright so the deployment thing is fixed, I still have the other issue though. I have no idea what could be causing it, some of my mods are still loading even though they've been disabled and the plugins are not deleting even when the mod's been uninstalled. Ignore this post, I'm returning to my old one
