There are also other mods I would wish to use, but either cause the game to crash on start up, or have been noted as in compatible. These are:

FOOK NV

NosCo Companion System

Robco Certified

Refined Casion People And suits

Rust town

Tales from the burning sands Chapter 2- The botanist

The Collector

Underground Hideout NV

Underwater Home

Weapon Retexture Project (WRP)

Wasteland Defence

Power Armor Soundified

New Vegas Character Expansions

Mission Mojave

Improved Sound FX

Goodsprings Home

Detailed Normals

Real time settler Sunset Sarsaparilla HQ

Any help would be greatly appreciated.

lol! that list is a good one...

E0 = 224 mods. FONV is well known to become unstable above 140 mods. So you need to remove at least 84 mods to start off.

You are also installing both versions of WMR mods, And thats just what I can spot off the top of my head..

Yeah, that's a huge number of mods. If you really think you must have them all, I would suggest learning how to merge mods, as many of the mod+DLC patch files can actually be merged into one with no issues, so long as you have all the master DLC or other mods they need.

The 'warning' with Cyberware and your other mods is of no issue. All it does is make it easier for modders to use master files.

Your best bet is to either merge all your DLC patches, or as Cyberlazy said, get rid of a minimum of 84 mods.

Discussion of mod limits here.
