Magicka as a survival element

So, I'm going to throw this out there because I have searched far and wide, but I can't find it anywhere.

I would like the option to die or for health to begin dropping when magicka reaches zero and for there to be a need to consume magic items (magicka potionos or kind of like welkynd stones from oblivion). It's for roleplaying a "creature of magic."

I got the idea from FF6 Celes. I always liked how she could absorb magic with Runic and I thought "thats a cool idea for a character." And thus the "Rune Soldier" was born.

The Rune Soldier is a character that is innately magical. Being "of magic" means they have a resistance to all magic, a chance to absorb magic innately, and a high magicka pool, but their magicka drains constantly, although very slowly (like1/8-1/4 point per second,) and spells still cost what they normally cost, thus the character uses magic at increased risk of death, combat becomes much more dangerous and the character must "eat" sources of magic to replenish magicka. If they run out of magicka, they can no longer maintain their physical form and they die or their health begins to fall rapidly and they will soon die.

Some sources of magicka I can think of:

Magicka potions

Certain Alchemy ingredients

Food items and cooking ingredients that replenish Magicka

Consuming ones own health (Apocalypse magic mod)

Consuming Soul Gems

Consuming Charges on a magic item (ordinator mod)
Stealing magicka from enemies via spells

Vampire feeding, if character is a vampire (blood is life and life is magic)

Being in an environment of strong magic (next to a Standing Stone)

Absorbing enemy cast spells

Weapons with a new spell "Soul Eater" could turn slain enemies into magicka immediately.

Eating raw elemental energies "I.E. a burning fire"

An entirely new item, such as crystallized magicka (I.E. Welkynd or Varla Stones, Kind of like Materia from FF7 is crystallized Mako)

Consuming Dragon Souls

I don't now how to mod, but this seems to be something that could be tacked on to an existing survival mod like Frost Fall or Realistic Needs and Diseases, sort of as a toggle option in the MCM.
