Leveling existing outdoor terrain?

I've noticed that hardly any of my downloaded house mods are making changes to the existing landmass - is there a reason for this?

 

I'd like to raise a section of land by the edge of Lake Honrich, where there's a part of very shallow water. Is that doable? How would I go about it?

You have to go into landscape editing under world in the ck. Where its got the flatten and soften check boxes uncheck both of them and then hold you're left mouse button over the area you wan't to raise. Drag it towards you to raise it and away from you to lower it. To do a large area raise a small section then use flatten to spread the small area to a larger area.
