Carry Weight Keeps Fluctuating

Hi everyone, I've been encountering a strange alteration to my carry weight in-game. My carry weight normally should be at around 310 without equipment, but is inexplicably at 810 instead (835 with equipment). There was a moment AFTER I took Rank 2 of Strong Back where it popped up to 535 for a second, and there was a moment where it shot past 1000. However, it actually fell back to 835 in the middle of combat while I was reloading a shotgun with multiple mod-based weapon mods on it.

 

I've tried taking off all of my equipment and emptying my inventory, but the carry weight remained at the altered value.
