Can't complete "When Freedom calls"

Hello,

 

I am completely stuck at the beginning of the game.

Preston Garvey won't give me "The First Step" and "When Freedom calls" cannot be completed.

After the group arrives in Sanctuary it says I should speak to Preston but after a brief talk about

Shaun and stuff he says nothing anymore, just stares. Now, normally the staring contest would end

after a few seconds but now it just doesn't.

 

Things I already tried:

 

killing him, resurrect him, change his faction, disable, enable, recycleactor, manually finishing quest,

manually starting next quest, waiting ingame, changing cells, new game (4 times), trying without mods, moving savegames in different folder, doing other quests
