Game keeps freezing.

I'm having the strangest issue with Skyrim Freezing (Not CTD) every time I try and start a new game. It goes through the loading screen just fine but as I'm going down the road on the starting cart randomly during the dialogue between the NPC's the game will just freeze. The really odd part is that the freeze happens at random times. It's happened right when SKYRIM pops up and the area just starts to appear, on through the dialogue about ulfric being the true high king of skyrim, never gets beyond that point, but it happens at any interval in between. I get the feeling it's not a mod because the game isn't CTDing, but just in case I'm going to post my load order here.

Any assistance on this would be greatly appreciated. It's been a real long time since I've modded any game so I have no ideal if it's due to a noobish mistake on my part, or if it's an issue with the game itself.

Well Fixed that problem. My new hot ticket issue are these wonderful CTDs with no error message afterwards.
