Weight for ammunition in hard / very hard mode

I need support from the professional modders. I would like to make a mod that allows me in the hard mode and very hard mode to give ammunition a weight. Unfortunately, there is no corresponding mod (just a pretty old mod and that is verbuggt).

I'm looking for a felt eternity with the FO4 Editor, the FO4 files, but I can not find the appropriate setting that allows an adjustment of the individual difficulty levels.

Or am I doing this wrong? Could anyone help me, please?
