No doubt about it... The single best overhaul MOD is the one that combines all the Overhaul MODS together....FCOM.

It combines Oscuro's Oblivion Overhaul, Martigens Monster MOD, Francesco's Items & Oblivion WarCry plus many many other MODS.

It completely changes the game.

If FCOM seems intimidating I would say the most popular single overhaul MOD is Oscuro's. It is massive in scope and adds so many elements to the game. Definately makes the game more challenging - but you can most times offset that by using custom weapons and armor from different MODS.

Here's my setup:

There is an overhaul called "Blood and Mud," which overhauls the city of Bravil along with adding npcs and a very interesting quest.

The two I use heavily are OOO, and MMM. That is, Oscuro's Oblivion Overhaul and Martigan's Monster Mod.

Then I'm also working on one now called Redux Anvil, which will overhaul Anvil much in the same way as Blood and Mud.

The actual info on the overhaul is at the like below.

http://www.novazone.karoo.net/Cyrodiilupgradeoverhaul.htm

I am unleveling most of the randomly spawning stuff in a lore friendly away whilst creating a resource pack that any modder can use without needing to use my overhauls features. Eg the resource pack can work on its own.

My the overhaul size will allow the player to face monsters of any level whilst walking around the game world. Even at level 1.

That sounds a lot like Tamriel Immersion Experience, giskard, or am I completely off the bat here? Well, whatever. More mods don't hurt.

No totally different, but there are a couple of similarities in the ideas but the scope of my mod is far greater than that. Stealth features are not something I will be working on either so Stealth types may prefer to use TIE in place of a couple of the modules I plan to make. All the modules for mine will be optional btw. No more FORCED to use something, even the overhaul is separate from its own resource pack, so you can use the resources without the overhaul.
