Cloak Spell Framework

For various reasons, modders sometimes need to add custom scripts on existing actors around the player. To my knowledge, this has been done by using cloak spells for the longest time now. There is even a full tutorial on CK wiki for it here. Though I've also heard that this method of doing it is pretty pricely in terms of performance. Yet I have seen no such thing as a basic framework, and instead all mods I've seen so far just add their own cloak spell.

 

So now, I've neither ever really played the game, nor am I a serious modder. I did spend about 300h each in both, creation kit and the game itself, but that was mostly just tinkering around. But if this method is supposedly quite resource intensive and there aren't too many alternatives, why hasn't there been made a framework for it? Did I just miss it? Maybe there is no real point in doing so due to how different some mods handle it? Or are there any kind of technical problems and limitations for it?
