SSE Attempting to make a plugin for the Vancian Magic portion of Ordinator and would like some assistance

I've been wanting to make some changes to Vancian Magic which I believe I asked Enai about some time ago and they mentioned it would require an SKSE dependency which they didn't want for your mods.

I've decompiled the scripts and looked through them a bit, but it's a bit difficult to get through. Essentially, what I am trying to do is 1. Allow for unlimited normal power casting of intuitive magic regardless of how many slots left and 2. make scrolls not count as slots. I did see in one script that excludes scrolls from slots but I assume the way Skyrim handles them, they still count as slots even though they can be used after your slots are used up.

I know this is a lot to ask, but if someone could point me in the right direction, I would really appreciate it! This is for personal use at the moment though if I could write it with my own code standalone and with Enai's permission, I know many people would appreciate such a change.
