Sudden FPS drop - stuck at 56 on a 1080ti

Hello!

My name is Minty, and I am very new to modding Fallout New Vegas. Recently, I began a new playthrough (though I haven't been able to pass the baby stage, due to issues) that has proven...interesting to fix.

Earlier today, thanks to the support of Dubious Intent, I resolved an issue concerning FCO, however, a minor issue that has recently begun is now causing me gripe. Namely, the game is running absolutely terribly, no matter what I do. The framerate seems to be floating eternally between 56-57fps, despite when I first began this I was easily obtaining a solid 60fps (The ideal).

I have installed the 4gb LAA, Stutter Remover, and switched between maximum settings with full anti-aliasing, to low settings with no anti-aliasing. It should be noted that I do have an ENB, however, this level of framerate for an indoor area (even at 1440p/1080p) is unacceptable.

Is there some basic step that I may have missed whilst preparing my game for a playthrough? Perhaps a setting I was supposed to turn off? Flicking through the options in the ENB menu have no proven successful thus far. My mod list is as follows.

My hardware specs, by all fair expectation, should be far, far above the minimum required to draw out 60fps from this game, and then some.

But frankly if that can't resolve the issue, I think obsessing over 3 FPS is a bit OCD. If you turn off your FPS display do you even notice it?

Unfortunately, I am running the game on a TV, so anything short of a solid 60fps stutters like crazy, and looks absolutely awful even with game-mode on. I will look into your suggestion at once. Will update as I go.

Update: I completely removed ENB and the lack of 60fps still remains. Various optimizations utilized for the ENB thus far have not worked.
I am currently attempting to install and ENBoost, to see if that might help, but I am beginning to think there might be a framerate cap set somewhere at 56fps? Or perhaps something is draining it all? It's so very confusing, given I have had no problem running both F4 and F3 in the past at 60fps.

UPDATE: I found the issue! ENBoost fixed this immediately, which I found odd given completely removing the ENB did nothing, but oh well! It's silky smoothe and fantastic. Now I can get immersed in the game.
