SSE Choosing which enchantment visual shows

Is it possible for someone to make a mod that allows the player to choose which enchantment visual will show? This would go well for mods that overhauls or enhances weapon enchantment visuals. As of now, the only way to choose which enchantment visual will show is to deliberately lower the damage of the latter enchantment to show the former.
Example:
25 Frost + 9 Absorb Health and below = Frost visual
25 Fost + 10 Absorb Health and above = Absorb Health visual.
If it's possible, I'd appreciate if someone can make it. If it already exists for Special Edition, I'd also appreciate a link to it. Thanks.
