Limit on quest dialogue per mod? Pls Hlp...

I have a small city mod that has only the dialogue of the npc vendors left to finish, but I hit a snag. I have three out of the 9 npc's fully dialogued and lip syched, not long winded text but simple vendor interaction and banter. Once I go to create the voice type for the fourth it allows me to do so, but when I go to create the dialogue through the quest tab in geck it will not save what I attempt to name it or allow me to add greetings, topics or goodbye, let alone give a way to access the showbartermenu option for vendors.

I am using the exact same method as the first three npc's for the fourth, but I cannot seem to figure out what I am doing wrong or find a topic on here to read up on for help. If anyone has a helping hand to lend I'll answer whatever you need to aid in helping me.
