Any mod that resets NPC health/limb condition after a few in-game days? Or even possibly, NPCs that go to the doctor to get healed? I dunno how hard that second would be, but even the first option would be great.

I think it would be pretty easy to do for specific NPCs (a running script or script based actor effect), but I don't think there is a way to add something like that to wholesale to NPCs as a group. If you want I can look and see if there is a GS in geck that might relate to NPCs healing, but I think it will be a long shot.

Okay, I found a setting that heals health, but only for actors with an Endurance greater than 5 (fAVDHealRateEndurance). Doesn't really address limb health, but it's something. Any idea if it's possible to modify or add more settings so that characters with 5 or less endurance can heal over time?

The NPC Characters health is attached with the NPC Model in GECK no scripts.

You can make them immortal or with an health near by 10000 to make them killable but in a few minutes only.

Yeah I got a error in AddFormToDataHandler, but maybe it's possible with tesnip. I'll check for you real quick.
