LE Display target's level without fighting.

Is there a mod, or if not, could such a mod be possible, to always show the health bar of whichever actor is under the cross hair at the time? I use Display Enemy Level, but it's kind of made somewhat useless as you have to attack the enemy first for the health bar to show (and therefore the level). Any way to get a health bar to show for things under the cross hair or to press a hotkey to display that actors health bar?

This is rather clunky if I just want to see a target's level (not their skills) and I already have the UI to do so without dialogue boxes.
