In your object browser (The list on your left by default) go to items -> Outfits. Right click, press "create new" , enter a meaningful ID for your outfit list (You won't be able to see it in game but in order to keep yourself and your mod organized and readable make sure you find a good name) . Now go to Items -> armor in your object browser and drag the armor you want to this window.

Press ok.

Now go to your actors properties (Double click him in the render window (Top right by default) and press "Edit Base" or find him in the actor list and double click). Go to inventory tab. There is a list called "Default outfit". Select the outfit you made there and press ok.

Which windows ? the outfit ones ? Right on top of your screen.

As for the NPC editor I dunno, don't need anything besides the CK.

Did u saw the image? its when u try to edit an actor or make a new actor, that window is out of my screen! so i can't see the OK button or CANCEL :/

Yes now i can see the OK and CANCEL buttons!thanks! but...no i have other problems:

I made a new follower npc witout any outfit, she's naked yes,i maked a new outfit with Dynasty armor and put it to my follower npc, then i saved.

The thing is: in the game she's still naked!

And the apachi hairstyles,my npc follower and the outfit i made with dynasty armor are duplicated!

What i did wrong?

And thanks lv121 and TheGreenLion for helping me!

I don't know about the duplicated items.

For the armor, what you should need to do is make a new Outfit.

In the Object window, navigate to Items --> Outfits, right click and choose "New". Name it whatever you like, then keeping that window open, find the armor that you want in the Object window and drag it from there into the Outfit window. Once you have all of your pieces that you want, select okay.

Now, when you go to your NPCs Inventory tab, you should have your new Outfit under the Default Outfit menu. Select that as the Default Outfit and refresh the preview window and see if that helps.

EDIT: I had a thought on the duplicate items, but probably not likely. Check to see if you have duplicate .esp files loaded. If you saved the changes to two different .esp files, they might show up as duplicates.

Double EDIT: If you've made a new Outfit already, they should be wearing the armor in the preview window, someone else is having a similar problem with the Alduin Scale Armor acting the same way so I don't know how to get around that.
