Crashed Skyrim Special Edition - Failed to load master -/userlist

See above, get arror on opening vortex after a crash in skyrim special edition.

 

Tried reinstalling everything.

I get that issue to nothing has worked uninstalling, reinstalling both vortex and skyrim in various orders even deleting all my mods first etc. I can not even fix it at all.
