Mod for better power escalation?

Within 5 minutes of starting the game you can have decent power armor, a hunting rifle, a 10mm pistol, a double barrel shotgun, and a minigun, all of which are weapons you'll use until the end game. What I want is to NOT be given good weapons at the start of the game, don't just give me a gun right out of the vault, make power armor rare and fusion cores rarer, make a 10mm pistol an amazing upgrade compared to being forced to use pipe weapons.

But the thing is, the game wasnt build with what you want in mind. Fallout 76 on the other hand does what you want really well.
