Power/Shout button PC Skyrim SE

I started getting the glitch randomly and it seems even when i start a new game it still persists eventually. When i press the power/shout button it starts spamming itself and crashes the game sometimes, pausing constantly seems to stop the spamming but not make the problem go away. My shoutrecoverymult is set to 1.0 so im not sure where to go to start looking for a solution now. Any assistance would be appreciated.

have the exact same issue but its from some power mods, none asked to overwrite so unsure of the conflict...... only started happening after I installed Berserk Power Spell, reinstalled it still no fix.. very game breaking and this is disappointing since I just got Yundao hairs to work, using SSE

Edit: crashing way more often, reloading previous saves didnt work. gonna try new game. honestly not sure what happened but my game is broken now and im so frustrated. no matter what lesser power i use it spams all of them. hitting escape generally crashes to desktop.

EDIT 1/26/2019 8:01pm: I played around with my mods shortly after posting this and I tried to disable SkyUI and see if that has anything to do with this bug. You're not going to like my answer. It does. I am not sure if SkyUI itself is the problem or one of my mods is interacting with SkyUI badly, but turning off SkyUI made the power/shout spamming bug go away.

 

EDIT 1/26/2019 9:20pm: So, I may have a possible solution for you now. I kept playing around with my mods and I think I may have found the culprit and it's most definitely this mod that is causing it (at least for me) hope this helps, also a little disclaimer I tried reloading an old save after uninstalling backshield and my character couldn't even unsheathe her weapon nor use any sort of shout or power skills. You may need to start a new game for this to really work:

I am having the exact same problem. I am not really sure why it's doing it either, but perhaps if you don't mind posting your load order and we can compare the mods we have and at least see what mods we have in common to narrow down what could possibly be the culprit?
