All active effects on the player animated as a corrupted black mess

I felt like starting a new playthrough and downloaded a ton of mods, and this issue showed up immediately. So I'm having a lot of trouble pinning down what's causing it. A search isn't finding anything either. I provided my load order, and thank you for anyone who might have the time to take a look or who knows right off the bat what this is.

 

Also added a pic of the effect.

 

 

Edit: I figured it out, it was the latest version of ENB. Rolling back to the previous version fixed it.
