LE Adoptable khajiit child follower?

I'm looking into making a mod for Skyrim (SE version at some point).

 

Immagine a lone khajiit mother with her child, happily strolling through the woods. A bear attacks the mother, scaring the child away. Across your adventures of saving Skyrim (or destroying it), you can encounter such a child along this forested area, begging you to save him/her. This give you the quest, "Cats in the Cradle". This hook is only an example of the many new quests I want to make with this mod.

 

I wanted to implement it as tiny questline of helping out orphan khajiit children throughout the region of Skyrim.

I call this project, "A Litter of Kittens".

 

How should I go add it?

 

As I forgot to mention, I have little experience with making advanced mods. I only made a few followers and custom enchantments.
