Making mods without playing a game

Hello,

 

I'm starting to learning about CK and modding at present. I want to apport some of my ideas and visions. This question is about next BGS games.

Probably we will need to wait some years to play new BGS games (Starfield and TES VI) but the question is:

 

Can I do some mods WITHOUT playing a game?

I have great ideas for quests mods or building mods.. so, could I create an original quest with it's own land, and putting it in the game without playing the entire game? (I know it needs to be tested).

 

I mean, for example, if I didn't played Skyrim (I did), and I know how to make a mod.. could I create a mod starting in.. Riverwood, for example, putting a secret door in a hidden place and add a new worldspace, creating a city, quests, but without playing the entire game?

 

If yes: it is possible to see the world / landscape on the editor (ck) and then, choose the location that you want to edit, WITHOUT having being there?

That's not what I meant(the thing about BGS). Mod ideas can be derived from thinking of how to improve something already in the game, or do something better. However, new ideas can also come to you for any reason from simply playing. You can be in a forest somewhere in Skyrim, and suddenly, you're thinking like a construction worker and wanna build a mall in the area lol.
