Base magicka regen

Is there a way to change the base magicka regen rate using the Creation Kit.

Using a custom spell, potion, ability, poison, disease, etc:

 

Magic Effect form, Archetype = "Value Modifier", Actor Value = "MagickaRate ".

K never mind. i think ive figured it out. pretty simple i guess
