The only way I can see this being possible is if you had uGridsToLoad set high enough to cover all of the landmass, which would be impossible since there isn't a gaming computer on the market that's powerful enough to allow this. Also, even after uGridsToLoad is set to 11, the game becomes unstable and crashes a lot. Secondly, you'd also need to make it so that all interior cells within this 'always loaded' cell are in the exterior cell instead, which would also make the game very unstable and slow.

 

Basically, it's not possible...at least not until another 20 years of computer development has passed.

I want only one Cell thats always loaded, its a small room..Thats all >:

Everytime you leave a cell (interior) or get too far away from a cell (exterior), that cell will have to load again when you go back to it. As this is the case, what you're wanting is impossible.
