zeknapain
Do you have mods installed?
sodaRAIN10
Restart your computer and launch Steam From the Library section, right-click on the game and select Properties from the menu. Select the Local files tab and click the Verify integrity of game files... button. Steam will verify the game's files - this process may take several minutes. This might "fix" it. -Or- could be a mod \ mod conflicts.

Steam then said that "4 files are missing and will be reacquired." Is there anything further that I need to do? I did find one missing mod and reinstall that. Edit: nevermind, it's still knackered Edited December 23, 2018 by bluntblade5
Charles17
Disable all your mods so it's just the base game loading. If it starts without issue, it's a mod causing the issue. Re-enable a few mods if it started fine, unofficial patch and couple others. Try to restart. If good, activate couple others and so on until you find it. It could also be missing masters so use sseedit as well and loot.
Nesesitass
I had same problem. Try block Skyrim in your firewall. It's stupid but it helped me.
