Afaik, IsGhost makes the actor immune to damage, and weapons will pass through them, but it doesn't make them see-through. To make them see-though, you must set their alpha to a small number via script. There's also a ghost shader effect that can be applied to give them that eerie green glow.

EDIT: Try adding the script "defautGhostScript" to your actor, and auto-fill the Properties. That should work.

Figured it out. I checked Headless Horseman who appears as a ghost and he had no script attached. I attached defaultghostscript to several actors some copied some newly made but nothing, not a ghost of a chance. Eventually I checked Spells for Headless Horseman he had "Ghost Ability" spell and that's what makes an NPC a ghost.

Next problem is I have the headless horseman, I have a ghost horse how do I make him get on it? And what markers should I use to set a route for the horse?

Yes, but which script does the the Ghost Ability spell use? You probably didn't set up the properties correctly.

Anyhow, as long as you find something that works for you, then that's good.

To make an actor ride a horse...hmm. I think it might be the Packages that control that. I'm not experienced at using packages. Would suggest you start a new topic as this is a completely different problem.
