How do you get console commands working?

i've tried using mods and then i got told that i could go into general and copy nad paste this

ConfigVersion=2

DBGConsoleOn=true

i did but it didnt work.

i was then told i had to go into my documents and go to user,settings and copy and paste this

DBGConsoleOn=true

i did this but whenever i launch the game i still can't get console commands to work and when i go back to check user.settings the changes i made are gone. for more information i'm palying the witcher 3 1.32 and i'm trying to activate the first person mod.
