It takes extremely long time for the next download to start after the previous one

Why? Why do I have to wait for several minutes for the next mod in the download queue to start downloading? I don't get it

If you are watching on the downloads screen does it actually wait? I ask because for me the little windows notifications are frequently delayed, but the actual downloads seem to switch over fine.
