Richwizard
The jetpack not firing underwater may be hard coded in the game and not fixable. As many modders as have fallen in the water in power armor, none have managed to find a fix yet. I would love it if someone did. Until then, jetpack running in Jetpack Overhaul is the best solution I've found.
PhanomGames
uh, I think you can apply the "jetpack" effect since it only blocks the "jetpackstart" right? Try adding it on a skse keypress or something.
pra
I don't think a jetpack would work underwater. I think making rockets which work both in air and in water would be quite difficult. However, a waterjet-based propulsion would be much easier to build. IMO, there should be a separate torso mod which allows you to jetpack under water, but not on the surface. It should allow you to jump out of the water, though. This thing would have much less of an AP/Fusion Core drain, if any. An additional mod could then include floatation devices. Either tanks, like a submarine, or just buoys/live preservers. They then would simply unlock default swimming while in power armor.
instyne49
When you drop into the water, as long as you're in an "outdoor" location, most of the time, you can just fast-travel back out. I've done that off of Ft. Strong, getting the Power Armor from the underwater cave. There is also a mod called Power Armor Hoarder, A simple mod that adds a SendTo command to any power armors you come across so that you can teleport them to your settlements without having to interrupt your current quest. https://www.nexusmods.com/fallout4/mods/28495

When you find find a new frame or armor (or steal it by removing the core on npc's like a sneaky snake) you can just send it back at base. Combine this with Power Armor Delivery (https://www.nexusmods.com/fallout4/mods/7809/?tab=description) or Power Armor Airdrop (https://www.nexusmods.com/fallout4/mods/18591/) and you will be able to move power armor sets/frames around the map as you wish. While this combo kind of solves the stuck-in-water problem and adds extremely useful mechanics, i still believe that an immediate way to get outta water with a jetpack and resume exploring/fighting could be a great improvement to the game. Thanks, I've seen the Power Armor Airdrop mod before but not the other one. Since you mentioned stealing Power Armor, I thought I'd share this one with you, Anti Power Armor gun, https://www.nexusmods.com/fallout4/mods/14623 , It gets about anyone out of their Power Armor, without making them hostile. I have not tried this with Danse or Maxson, but guess I should this next play through. I would like to see the jetpack modified for underwater use too.
