How to add animation effect to spell?

I am looking to make a few Illusion spells which compel the target to animate, or perhaps instead/in addition using voice to command, but the basic idea is to force the NPC to stop what he is doing and animate. Getting a spell to run an animation is nothing difficult but I want this to be a standard spell, with other effects which relate to the animation being run. For instance, cause the NPC to dance for 10 seconds causing severe stamina loss per second, or to pose momentarily, lowering his defense. Other uses, add animate to fire spell that causes NPC to react as if he just caught on fire, or ice spell causes NPC to shiver. I don't want it to be automatic though, as dancing for 10 seconds would be considerably overpowered or else cost as much mana as a 10 second Paralyze. I want it to check the NPC level compared to player Illusion skill, run a random number, equivalent to a d&d style will-save, and either be resisted or succeed.

 

I am fairly new to scripting so this may be quite easy to do, and I am wondering if its easy enough that it does not require a script to work. Thanks in advance.
