Simulate Real NCR-Legion war (dynamic ownership of settlements/camps)

Hey,

First of all, a big big thanks for all you modders out there. You sky-rocket the replay value of FNV!

Secondly, do you guys think it would be possible to add random events to the FNV universe which would change ownership of villages/towns from the NCR to Legion and back (maybe also BoS once the bunker is open)? In case you have an affiliation (liked status or so) to another faction you could offer to fight to take the settlement back and then you'd have like a discount and a free place to stay or something like that. I don't know a lot about the technical aspects but maybe it would be possible to make all civilian npcs neutral and move all faction npcs to another settlement which belongs to said faction (basically equating your reputation with a given faction to your reputation with that settlement in case said faction "owns" it). The randomness of the whole thing (and maybe also where it takes place on the map) could be influenced by the faction missions you fulfill and/or by radiant quests like those in the Join the NCR/Legion mods. Terminals could be set in all settlements/ NPCs with "newspapers" could be stationed all throughout the wasteland with an up-to-date strategic situation (like, updated weekly or just randomly, having between X and X events per game week on each side, with a hidden timer attached, like for example 24 or 48 hours until it will trigger).

Like, for example: you retake Nelson from the Legion but 2 weeks later you see on a terminal or "newspaper" that the NCR thinks The Legion will retake it (or maybe The Legion announced it would retake it). Let's say you're NCR and you want to defend it so you will head straight to Nelson, maybe not even having time to rearm and/or sleep etc. When you arrive there either the event had already taken place and you're greeted by Legion machetes and bullets or you report to an NCR officer for preparing to defend it. Depending on how much time you have, there could be some missions available (like planting mines, organizing, hit-and-run attack on the Legion staging area/camp) or just straight defending.

Then again, if you're Legion then maybe you want to assist in taking it so you have to go to either Cottonwood Cove or in a staging area close to the objective. There could be missions available like scouting, sniping, raiding supply caravans, intercepting reinforcements etc.

Or: Forlorn Hope gets overwhelmed and all the npcs there get transferred to McCarran or Golf, with the Forlorn Hope quests suspended until the camp is retaken (which could happen randomly in a week or so or the player could do a mission to retake it).

Then again, if you don't very much care about this and want to be independent, you have a dynamic environment which prompts you to take in account different variables and change your strategies accordingly, with an actual Legion presence in the wasteland, not just "they're sort of here...but they're not" thing going on. In this situation, keeping the Legion happy (or at least neutral) could add a lot to the experience.

This would work very well with mods like random encounters, NCR/Legion patrols, "join the NCR/Legion" or any disguises mod and it would bring some animation to the dead, frozen world of FNV.

P.S. Also, this would also work very nicely if coupled with economy mods. Maybe even something like "smuggling" (goods, slaves etc.)
