[HELP] Texture/Shadow issues with RealVisionENB and RLO...

I am having some weird texture/shadow issues with RealVisionENB and RLO. I am not sure how to describe it other than blurry/blocky shadows that bounce/jump around and weird flickering or rainbow edges on textures or noise that is noticeable only when moving.

Here is a video you can look and see the texture issues when I move on the guard's and Lydia's helmet and chain-mail, or the wood floors/beams during movement or the edges of the glass at the end. Almost looks like interlacing... For the shadow issues behind the chair and on the walls or cape area of Lydica. Any help on resolving this would be greatly appreciated as it is really distracting and worse in some areas.

Computer setup is 2 980's in SLI, 32gigs of ram and an i7 6 core at 3.8ghz. I did disable the settings in the launcher for Skyrim per instructions for RealVisionENB and set application controlled or off in my Nvidia Control panel as well.
