Someone more familiar with the current "digital TVs" should address this, but I'm reasonably sure this information still applies.

 

Modern digital displays (LCD, OLED, etc. monitors) have a "native resolution" height, width, and aspect ratio which they display video within. Unlike the previous generation "analog" monitors and TVs, they are using "pixels" which are fixed in position on the screen. All they can "adjust" is which pixels are used, which means they can never exceed the "native" dimensions. Digital TVs are more similar to "monitors", but do not normally expect to shift between different resolutions. (This is where more modern "net ready" systems may vary from my experience.) You are expected to have your Windows screen resolution set to that same "native resolution". Anything in a different resolution has to be adjusted by the graphics system to display within the limits of that "native resolution". The hardware determines what the software can do. This usually means they are displayed in "less than full screen", such as some form of "letterbox". This is most apparent when the "aspect ratio" is off. Note that games have their own "display resolution" settings for a similar reason which have the same constraints. Some resolutions fit better within the "native resolution" constraints than others.

 

Installers typically use the Windows "screen resolution" settings, in a "lowest common factor" manner. But they "handshake" with the video system to determine those settings. Cabling connections such as HDMI enable more precise "handshakes". I don't recall any which ever prompted to choose a different display option. I would first look into getting my Windows settings to correspond to those of your TV.

If anyone else runs into this problem, you have to temporarily go to Display settings > Advanced Scaling Settings : turn off 'let windows fix blurry windows' and set the scaling to 100%. Then you can either stand 2'' from your TV or reset the resolution settings to make the installer screen visible.
