The easiest way to get a mod going is to get FOMM, now, once you have that you need to download the mod you want to use, I'd suggest reading the descriptions carefully and starting off with something that has no other requirements and as few files as possible. once you've downloaded the mod chances are that it will contain a '.esm' and/or a '.esp' file and possibly some folders called textures/meshes. Take afore mentioned files and folders and put them straight in your Data folder in your NV directory (C:\...program files(x86)\Bethesda softworks\fallout or something like that). If you've done it right you should then be able to open FOMM and see the esp/esm files you put into the data folder in the FOMM window, make sure that the esm comes before the esp and that FalloutNV is at the top. Click tools in the top of fomm, then click archive invalidation off then back on. ( or on-off-on if it starts off). Launch game.

 

Hope that helped. Perhaps if you give some specifics on the mod your installing someone could give a more specific set of instructions.
