modding stopped working!

I used to Mod oblivion all the time and gave it up for a while because of new games on xbox and other things, but got bored a few days ago and thought id start it up again.

 

I went on my oblivion and all my old mods work fine so i thought i would make a new one.

After spending a good 2 hours on something reasonably small I saved and loaded up my oblivion

double clicked the box and was in game.

 

To my surprise nothing had changed.

 

Ive tried everything, but can't work out why this is happening.

 

Can someone give me a hand :thanks:

 

P.S. i also have a mod manager ( to quick install mods with meshes that I download) Could it be this interfering?
