Thalmor Quest Mod locations?

I am developing a quest mod, I need some locations for a possible Talos Cult. Preferably where they can't affect a quest. I was thinking Talos shrine locations but I don't know. I need more than one because the informant for the Dominion will give a list of locations for a cult of Talos, a few of them need to be false (just normal bandit locations?) because I don't want to have just one Creation Club type quest (You know, read the note kill x at y location, etc etc).

Have you seen the site of the massacre at the Talos shrine in Falkreath hold, near the Guardian stones? If you go to -1, -17 there are some dead nords and a dead thalmor agent, with a note from Elenwen, about his reporting on Talos worshipers.

 

There's also a Talos Shrine in the plains outside Whiterun, around 12, 1. I've been attacked by Thalmor there before, but I don't see any in the CK, in that area. Might be something Heimskr could have information about meetings there, a note in his shack or something, since the shrine in Whiterun would be too obvious.

 

The Talos Shrine outside Windhelm has a dead Thalmor agent underneath the bridge, in the CK. I don't see him in my game yet, but his enable parent is an x marker. Might be something you could tie in with the Falkreath shrine, a sort of "we've lost communication with our agent in... Go and find out what happened" quest. I always felt like that location should have had some kind of subterranean hideout under it, anyway.

 

If you wanted a more public face on the cult, the shrine inside Windhelm would be the place, since they wouldn't allow Thalmor in there anyway.

You're welcome. I hope it helps. I've been trying to think of a good, fortified location that would be in some way relevant to Talos. I was looking at Bloated Man's Grotto, where Bolar's Oathblade is found in front of the Talos shrine, but it seems the Hircine quest destroys much of that area, and the UESP notes on how to return it to normal involve making the player visit it before they take on that quest.
