Friendly NPCs not turning hostile in combat

Hi there guys,

 

I don't exactly know if such a mod has already been made, but I couldn't find it via the search: I think it is very annyoing that friendly npcs instantly turn hostile, if you hit them accidently during combat. Thats espacially annoying while fighting dragons inside or near towns with a mage character using AOE destruction spells. Is there a mod, that makes all kind of friendly/neutral npcs more tolerant to collateral damage in combat? And if not, why has nobody made such a mod, yet? ^^ Is it too difficult, since you would have to alter every unique npcs AI. If this is the case, maybe someone could make such a mod, that only affects guards AI.

It would be great, if someone could help me on this.
