Skyrim PC w/ Xbox Ctrlr, menu nav bug. PLZ HELP

Installed and reinstalled Skyrim via steam to my pc. Game acts fine with keyboard+mouse setup. But, when using an Xbox360 wireless controller (w/ dongle), and I've tried diff controllers so I know it's not the controller, when selecting thins in NPC menus, the main menu, or any menus, it sometimes picks the selection one spot down from what I'm picking. I press A to pick a sword to sell, for example, and it moves down one spot and sells the thing underneath it. Or, I go to pick a dialogue choice, and it moves down and picks the one just below what I'm picking. Once in a while it works fine, but it's happening so often, that it's game-breaking. It's even happening at the main menu at start up. I cant' figure it out. It's not the controller. And reinstalling the game didn't help.

I tried googling the issue, but not finding anyone with the exact same issue. I'm dumbfounded here and REALLY want to play this with a controller. But, as the game is largely menu based, if I can't select what I want or never know what I'm selecting..... then I can't play this with a controller as I prefer.

Can anyone help PLEASE?

I'm using a wired 360 controller without any problems, so I'm guessing that your problem is either with the controller or with the drivers. You could try reinstalling the drivers for the controller, especially since you're using a wireless.

If you have Xpadder or something like it, turn it off.

I have JoytoKey running in the background. Should I turn that off?

Yes

It could also be a minor "Calibration" issue in your controller settings, but I would try not running Joy to Key first.

Well, I have JoytoKey for Binding of Isaac. I don't use it directly in conjuction with Skyrim. But, it does run in the background so I can instantly have it readied for any Isaac action. I'll try it with it off to see if it's doing anything by default.
