Can my PC run skyrim?

Here are the specs :x

 

 

AMD Athlon(tm) II P320 Dual-Core Processor  2.1 GHz CPU Speed

3.8 GB RAM

Microsoft Windows 7 Home Premium Edition (build 7600), 64-bit

AMD M880G with ATI Mobility Radeon HD 4250 4.1 Pixel Shader 4.1 Vertex shader with 384 dedicated video RAM

AMD High Definition Audio Device

 

Is my PC able to run it at higher performance settings? It's quite laggy at the moment and I truly have know idea as to what I should do.

Your specs are really bad, so you are mostly out of luck... you COULD give HialgoBoost a shot, but that's really for people who are bottlenecked by their GPU, but both your gpu and cpu are relatively weak.

Never mind that other stuff, I updated my AMD drivers and what not ( which gave me a performance boost on higher resolutions but seriously f***ed up my game entirely ). I was running it at a much higher resolution previously but I used this smaller res in this photo. If anyone knows how to fix this lemme know. It's seriously really annoying to have to deal with this.
