Ring of Console error

Hello, I'm in a bit of a bind here.

I have tried using the Ring of Console to bring up the console on my Vista system

When I use it (Yes I am using OBSE) the screen gets a different tint, but alas, no console.

 

This has thrown me into a fit of endless frustration.

I really need some help with this.

 

No I do not have a remote or infared receiver.

Yes I am using OBSE, and running it to open Oblivion.
