Vortex mods will not work despite vortex saying everything is fine after deploying mods

Vortex mods will not work despite vortex saying everything is fine after deploying mods. This is not an issue with mods being disables or uninstalled, everything still shows the green enabled and FNIS and Bodyslide all still work.

 

I had vortex installed and mods working, except had really low FPS in the first starting dungeon. I started troubleshooting by uninstalling 2 mods (open skyrim and alternate start live another life) and then all of a sudden no mods worked despite vortex saying everything was fine. It played just like a vanilla base game install.

 

So I uninstalled all mods in vortex and tried to start a mod free game and now I just get crash to desktop. I have run the steam, game properties, verify integrity of game files with no fix. I have tried uninstalling and reinstalling Vortex, however when I reinstall it still has all my previous downloaded Mods and Settings.

 

This is for teh Skyrim Legendary Edition and I'm about to uninstall and reinstall Skyrim from scratch but before I do I need to know either:

 

Is this a problem anyone else has had and knows a better fix for, OR

how do I uninstall Vortex completely so it allows me to fully reset all settings from scratch and re-download all mods from scratch?
