What you encountered is the difference in how the manager and the game base their displayed numbering: starting from zero (first in hex display) or from one (first in decimal display). Often a "user interface" will convert that hex zero to starting with one instead for the presumed "non programmer" audience that isn't supposed to understand "hex numbering". (Don't use NMM myself, so I have no idea why their numbering is off by one. First I've heard of that issue.) This is an example why those of us dealing with support prefer to have "load order" lists from LOOT. It displays both hex and decimal numbering side-by-side, and gets them consistent to the way the game engine numbers them. Glad you managed to work it out.
