When Vortex changes my mod folder for no reason, why do I have to make an all new folder instead of just changing it back?

Vortex recently moved my Fallout 4 mod folder for no clear reason. When I tried to change it back to the old one, it told me I could not do that as the "new" folder has to be empty. I am typing this while my computer processes the massive amount of mods being cut and pasted to their new destination. Why does the new destination folder have to be empty instead of just allowing me to switch it back to where it was? Also, why does it change suddenly with no apparent cause?

It is more likely that there is a reason it had to be moved.

 

Did you perchance have your mod folder inside the game folder and upgraded to a more recent version of Vortex? As having your mod staging folder inside the game is not a good idea, Vortex will prompt you to change it in newer versions, and then move the mods there.
