Further on:

Uploader’s „Asset use permission“:

„You must get permission from me before you are allowed to use any of the assets in this file“

 

Uploader’s „Asset use permission in mods/files that earn donation points“:

„You are allowed to earn Donation Points for your mods if they use my assets“

 

The uploader has not provided permission/sub licence from the original author that allows them to give permission for further use of the original author’s assets in the file and the original author’s permission to allow earning Donation Points, if using these/the original author’s assets.
